[CAMEL-25195](https://issues.apache.org/jira/browse/CAMEL-25195) The `send` dev console (and the `send` action of camel-cli-connector) only takes the body as text, so tools cannot send binary payloads. - New `bodyEncoding` option: `base64` decodes the body and sends it as `byte[]`; the `file:` prefix is not interpreted for encoded bodies; any other value is reported as an error (`status: error`). - `LocalCliConnector` forwards `bodyEncoding` from the `send` action. - Regenerated `send.json` (console + catalog) and `dev-consoles-openapi.json`. Compatibility: the Camel CLI and TUI never set `bodyEncoding`, so they are unaffected. The option name is now reserved like `body` and `poll`: a user header named exactly `bodyEncoding` is treated as the option instead of a header.
