Fixes #9262 The ubuntu-24.04 based SQL Server 2025 images (incl. `2025-latest`) crash randomly on startup, see microsoft/mssql-docker#974. It broke `jdbc-grouped` in 7 of the last ~80 CI runs (main, 3.40.x, PRs). Pin to `2025-CU9-ubuntu-22.04`, the same CU on the unaffected 22.04 base. Debezium and JDBC MSSQL tests pass locally with it.
