Fixes #9262. Use the ubuntu-22.04 based SQL Server 2025 test image
The ubuntu-24.04 based SQL Server 2025 images (incl. 2025-latest) crash
randomly on startup, see microsoft/mssql-docker#974. Pin the test image
to 2025-CU9-ubuntu-22.04, the same CU on the unaffected 22.04 base.
