The dependency analysis job was consistently failing while still showing a green checkmark (due to `continue-on-error: true`), wasting ~20 minutes of CI time per PR with no actionable output. This PR switches the trigger from `pull_request` to `workflow_dispatch` only, effectively disabling it until the underlying `pilot-plugin` failure is investigated and fixed.
