Fixes CAMEL-25269.
Adds a new lightweight GitHub Actions workflow (`pr-license-check.yml`) that
runs the Mycila `license-maven-plugin` check on **every PR** targeting
`main`,
with no `paths-ignore` entries.
## Root Cause
`pr-build-main.yml` has `paths-ignore` entries for `Jenkinsfile` and
`Jenkinsfile.*`:

paths-ignore:
- Jenkinsfile
- Jenkinsfile.*
```
This means PRs that only add a new `Jenkinsfile` variant skip the full PR
build
entirely — and therefore bypass the `license:check` that would catch unknown
file
types (with `failIfUnknown=true` in `pom.xml`).
Both `Jenkinsfile.jdk26` and `Jenkinsfile.jdk27` landed without a `<mapping>`
entry in `pom.xml` and required separate follow-up commits to fix:
- CAMEL-24616: add license header mapping for `Jenkinsfile.jdk27`
- (similar fix for `.jdk26`)
## Fix
A dedicated workflow runs `./mvnw -B --no-transfer-progress license:check -N`
on every PR, regardless of which files changed.
- **No `paths-ignore`** — so all PRs are checked, including those that only
touch Jenkinsfiles or other CI-only files.
- **`-N` (non-recursive)** — Maven does not recurse into sub-modules,
avoiding
the need to download hundreds of sub-module dependencies. The license
plugin
still scans all files in the working directory (the full repository tree),
so
every new file extension is caught.
- Runs on JDK 21 with Maven cache enabled for speed.
