The PR description is corrected, no code change: it no longer says that setting the created issue as the body avoids a second issue on a redelivery. `RedeliveryErrorHandler` restores the original message before each attempt (`prepareExchangeForRedelivery`), so a redelivered `addIssue` creates the issue again; what the reorder gives is that `onException` or a dead letter channel sees the created issue.
