Fixes #9311. With `quarkus.camel.cli.enabled=false` the extension registers no `CliConnectorFactory`, so Camel fell back to discovering its default (enabled) factory from `META-INF/services/org/apache/camel/cli-connector-factory`. The service is now excluded from discovery. The exclusion is unconditional, since when the connector is enabled the factory is provided by the extension. `CliConnectorDisabledTest` previously only checked the registry, so it passed despite the bug.
