Follow-up to my note above: I re-ran point 1 on main (d26da8939084) and on
the commit before this change (1d86b6a03e10), with the same test (route
template added from a Java `RouteBuilder`, `templatedRoute` in
`uses.camel.yaml`, then `plain.camel.yaml` is saved).
```
main: lastError=java.lang.IllegalArgumentException: Cannot find
RouteTemplate with id greeting failed=1 routes=[] templates=[]
before: lastError=null failed=0 routes=[plain=Started] templates=[]
```
So on main the reload and the restore both fail and no route is left;
before, the `plain` route kept running with the edit applied (the templated
route was already missing there, which is the older part:
`removeRouteTemplates("*")` removes a template that no file brings back). It
only affects 4.24.0-SNAPSHOT; the change is not in camel-4.23.x.
I have a fix with tests (keep the route templates that have no resource, in
the reload and the restore path) and will open a JIRA and a pull request for
it. The second point, a `routeTemplate` file used through `kamelet:`, is
separate and fails the same way before this change.
