To make sure we're on the same page with the design: 1. **Reduce log spam & status updates:** Avoid repeatedly logging the `enqueued` message at `Info` level on every 5s requeue loop, and avoid re-patching the waiting condition if the build is already marked as waiting. 2. **Simplify `scheduleAction`:** Remove the synchronous `sync.Mutex` and the in-memory `runningBuilds` map, simplifying the scheduling logic using the configured max pipelines/builds limit.
