Review Comment:
   💡 **Missing test: 416 / already-complete path**

   `FakeFileService` correctly returns 416 when `start >= CONTENT.length`
(lines 188–198), but neither test exercises this branch. Consider adding:

   ```java
   @Test
   void downloadAlreadyCompleteReturnsTrue() throws Exception {
       FakeFileService service = new FakeFileService();
       FilesOperations operations = operations(service);
       // .inprogress file already has the full content
       Files.write(workDir.resolve("hello.txt.inprogress"), CONTENT);
       boolean retrieved = operations.retrieveFile("hello.txt", exchange(),
CONTENT.length);
       assertEquals(List.of("bytes=10-"), service.ranges, "a full .inprogress
should still attempt a range request");
       assertTrue(retrieved, "a 416 response for a complete file should be
treated as success");
       assertEquals("0123456789",
Files.readString(workDir.resolve("hello.txt"), StandardCharsets.US_ASCII));
       assertFalse(Files.exists(workDir.resolve("hello.txt.inprogress")));
   }
   ```

   This validates that the 416 response is handled gracefully and the file is
finalised correctly.
