On a 4-vCPU `ubuntu-latest` runner `0.5C` gives 2 forks, fewer than the 4 we
have today (this PR's CI run took 04:33 min for the module vs 03:17 min with 4
forks on #27637). `1C` keeps 4 forks on CI and still scales up locally:
