Before merging, this PR should be tested manually by running the tests of all the modules in `core/`. CI tested only the changed modules and skipped the dependent ones because there were more than 50. The tests for most of the moved call sites (redelivery, the delayer, the throttlers, `ForegroundTask`, the shutdown wait loop, `StopWatch` in the processor statistics) are in `camel-core`, so they did not run in CI.
