Follow-up to #28607 (commons-codec 1.22.1 to 1.23.0), as suggested in the reviews there. `QuotedPrintableCodec.decodeQuotedPrintable` now keeps hard CRLF line breaks (RFC 2045) and rejects a bare `=CR` with a `DecoderException`. camel-as2 uses it for inbound `quoted-printable` parts. Messages that Camel encodes are not affected.
