[fix]: Name context-authority.md by a path from the project root in
AGENTS.md
Law 2 of the shared AGENTS.md template named shared/context-authority.md,
which does not exist from the project root: the file is installed under the
agent's skills directory (for example .opencode/skills/shared/). An agent
following the law read /workspace/shared/context-authority.md and got a
file-not-found error.
Render the skills directory into the template as SKILLS_DIR, relative to the
project root, and add a test that every context-authority.md path named in
the
generated AGENTS.md exists for each agent.
