Preparing a source release from the current tree leaves the POM at `0.0.0-SNAPSHOT`, omits required legal files from the Maven artifacts, and gives RC and final source archives different names. This prepares the committed `1.100.0` version and aligns the packaging for release review. Changes: - Add missing Apache license headers to configuration, example and test files, without adding RAT exclusions. Most of the 98 changed files contain only these headers; existing file bodies and copyright notices are preserved. - Include `LICENSE`, `NOTICE` and `DISCLAIMER` in the library, source and Javadoc JARs; align Javadoc with Java 8 and pin the compiler, source and resources plugin versions. - Require the committed POM version to match the release tag, use the same source archive basename for RC and final tags, and reject Maven publication from a branch, RC tag or mismatched version before signing setup. Remove the deploy-time POM rewrite. - Document extracted-source builds and adjust the frontend export test to compare model/policy content without file comments. Validation on commit `76f5b057ffa2b00bb778a5c87f365a9515292bf4`: - Independently extracted the unsigned source archive and ran `mvn -B -ntp clean verify -Dgpg.skip=true` with Temurin 8u504 and Maven 3.9.16: **266 tests passed**, no failures, errors or skips. - Apache RAT 0.18 on the extracted archive, including hidden directories: **0 unapproved files**, no `.rat-excludes`. - Inspected all three JARs and verified their legal files match the source archive. - Exercised workflow snippets with local fixtures: RC/final tags for one commit produce identical archive bytes; invalid tags and POM mismatches are rejected. These are local preparation results. Upstream CI and release review remain separate; signing, staging and voting have not taken place. The community-approved archive, checksum and signature must be promoted unchanged. -- This is an automated message from the Apache Git Service.
