DieselAdapter::new() always issues CREATE TABLE IF NOT EXISTS on construction, which Postgres rejects with a read_only_sql_transaction error on any connection that is in recovery (a streaming replica or standby), even when casbin_rule already exists there via replication. new_read_only builds the same pool but skips the schema bootstrap entirely, so it can be used for enforcement-only instances reading policy from a replica in an active/passive or read-replica deployment.
