The current final-tag workflow rebuilds the source archive, creates a public GitHub Release and force-uploads LuaRocks without checking the approved candidate. Replace it with a read-only workflow that produces unsigned review input as an Actions artifact. Document manual promotion of the voted originals and publication of a rockspec pointing to that approved ASF source. Validation covered YAML and shell parsing, an archive from an exact commit, matching SHA-512, byte-identical archives from Windows and Linux Git, rejection of an existing output directory, and rejection of an invalid ref. No signing, staging, tag, registry upload or GitHub Release was performed. Depends on the release-materials branch for the committed version and legal-file copies.
