Update javadocs for various snitch/rack aware related files

The javadocs for various classes relating to snitches, replication strategies,
and specifically DatacenterShardStrategy are out of date. For example, the
AbstractRackAwareSnitch class, isOnSameRack and isInSameDatacenter/getLocation
have been replaced with getRack and getDatacenter, but the docs still have the
former.
We're trying to decide on settings/strategies and the inaccurate docs are not
very reassuring. So we thought we would try to clean them up to help those
going forward with the same kinds of decisions.
