Yes.  Which begs the question: do we need this?  Presumably, if someone is 
moving the snapshots to a safer place, then he or she can also clean up the 
directories.

I think CASSANDRA-983 addressed all the issues we had with removing deleted 
keyspaces and columnfamilies.
