Put the CassandraBulkLoader into core

The CassandraBulkLoader is something that would be useful as a utility in the
Cassandra core rather than just being a contrib. Gary has been making sure it
continues to work with all of the changes going into core. However, it would be
nice to have it as part of core so that he at least wouldn't have to keep
vigilant about it building properly - running properly is another concern.
So it would likely go into a util package somewhere.
