Description: If there is an extended downtime of a node, allow Hinted
Handoff to be disabled specifically for that node rather than having to
decommission it. (was: If there is an extended downtime of a datacenter, or
node, or multiple nodes, where the nodes will be offline for a few hours,
rather than decommissioning all the nodes, and re-inserting them when they are
back up, disable HH specifically to those nodes and running repair to fix them
when back up.)
