What is the status of set support in other somewhat-less-used languages? (perl 
and erl are the main ones that people have used w/ cassandra that may not 
support it).

if php is the only one that doesn't support sets then I think we should just 
add it to the fairly long list of "stuff that's broken in php thrift."
