As a per-requisite for CASSANDRA-6506, we must get rid of the legacy local and
remote shards. Collapse them, and convert to global ones - although simply
collapsing all the local ones could be enough, if we then simply ignore the
shard type during 6506. This is easy to do with SizeTiered, but for Leveled we
need CASSANDRA-7019 in, first.
