During repairs and other operation like force compaction, the requirement of
disk space is more than normal. We should add an option of overflow disk which
will only be used when the primary drive is x% full. Once the primary drive has
more space, all new data will again start going to primary drive. Optionally,
we can expose a way to compact/move all sstable in overflow directory back into
primary to free up overflow disk. One of the use case of this will be to use a
spinning disk as overflow disk or share a disk between multiple instances.
