Split out from CASSANDRA-8730. I, and somebody historically, have evidently
edited one without editing the other. Since their behaviour is highly
overlapping I think it would be beneficial for TimeUUIDType to extend UUIDType,
and for their shared behaviour to share implementation. This will also
standardise their behaviour for parsing CQL2 literals.
I've not marked a fix version, since I don't mind too much what version this
makes it into.
