badnessThreshold)
Notes:
- DD allows (re)setting DSnitch tunables.
- Instance vars of DSnitch need to not be static as two DSnitches can exist at
once at the time of update.
- Update unregisters the previous snitch if it was dynamic.
- DSnitch now shows all its attributes via JMX.
- ARS's snitch is public for modification.
