I don't think we should partition internally unless we're willing to go all the
way and implement vnodes.
Oleg- I think a simpler strategy for ensuring locality is you split them by
token order.
Let's say you want to limit SSTable size to 2GB. When you go to compact 2 2GB
SSTables, you could end up with anywhere from 2-4GB of data (ok not exactly
true, but go with it for now). This means you'll likely still be producing 2
SSTables. I propose that you split those two by token range.
