Why exactly do we have csv in our yaml when yaml has perfectly good built-in 
support for lists?

And there is zero reasons to collate the two config options (enabled/disabled + 
list of DCs) in one yaml param. This should've been a boolean global 
{{hinted_handoff_enabled}} param plus a separate yaml list for the HH DC 
blacklist - {{hinted_handoff_disabled_datacenters}}

[~kohlisankalp] or [~lyubent] - can you guys find time to open a new ticket and 
fix this at least in 3.0 or should I assign to someone else? Thanks.
