Last but not least (though least in line count) - the replace call in
DataTracker was failing when called from SSTableRewriter.moveStarts if early
re-open was actually disabled. Confirmed that ScrubTest currently fails on
linux w/preemptiveOpenInterval set to Long.MAX_VALUE, so this is actually a
failure of our logic on SSTRW.abort() when early re-open was turned off and not
a Windows-specific problem.
Very simple check within moveStarts to abort if we're not doing early re-open
fixes the problem.
