I'm sure someone out there has made C* OOM with huge read requests but it's 
almost always with writes that I see the problem in the wild.  So I'm totally 
fine with adding a coordinator bound on writes for 2.1 while recognizing that 
it doesn't help much for reads.  That will definitely be better than nothing, 
and we can revisit for 3.x with something more sophisticated.
