We see lots of production deployments that log occasional messages about load
shedding being triggered, so while it's not perfect I am comfortable that it
does work as designed for temporary spikes.
Again -- and I apologize if this was already clear -- I'm proposing we *stop
requests before adding them to the EM in the first place*, not more aggressive
pruning of the EM.
