Ariel Weisberg resolved CASSANDRA-9443.

Resolution: Fixed
We increased the timeout from 1 to 4 minutes in Cassci because we are running 4
tests concurrently. That seems to have made these tests happy. They were CPU
intensive and did run slower when run concurrently with other tests.
