I created dtest to test repair in multiple DC
(https://github.com/yukim/cassandra-dtest/tree/multi_dc_repair_test) and
verified that the bug exists and fixed with the patch.
dtest pull request is https://github.com/riptano/cassandra-dtest/pull/307.
