With a fixed size ring that we have, and nodes having explicit tokens assigned, 
can there be any way to project the token ring to a smaller-cardinality ID 
ring, and use tokens to map nodes to their pre-assigned blocks?

Really not a fan of using LWT to pre-allocate blocks.
