Description:
Constants {{Keyspace.TEST_FAIL_WRITES(_KS)?}} seem to be unused. Nothing (in C*
code base and dtest code base) defines the system property
{{cassandra.test.fail_writes_ks}} so the constants and code that uses them
could be removed.
Similar for {{StorageProxy.OPTIMIZE_LOCAL_REQUESTS}}
