Pushed patch [here|https://github.com/pcmanus/cassandra/commits/9801]. It's on
top of CASSANDRA-9705 however since it starts some of the job and in particular
do a bunch of {{DataInput -> DataInputPlus}} renaming on which this patch
builds.
