3.0 is not effected because the updated expectations were done when rebasing 
the change for 3.0.

I think we are coming back now and updating the expectations in 2.2.

The changes look good. This is just removing the tests that depended on the 
policy having an impact (which they don't anymore). Also some test refactoring. 
Cassci seems OK with it.
