I think the best fix here is to make sure the {{decompose}} method for sets and
maps always sort it's input if needs be. I've pushed a patch to do so
[here|https://github.com/pcmanus/cassandra/commits/10162]. It fixes the test in
question though I'm still waiting on CI results to make sure it doesn't break
anything else.
