this seems to make sense to me. but i'm *ever* so new and uncertain here.
to me OrderPreservingPartitioner.describeOwnership(..) seems only dependent on
the fact that ranges are sorted, and so i would *guess* that the same method
implementation can e added to
AbstractByteOrderedPartitioner.describeOwnership(..)
