Would it be a good idea to make this configurable? I've seen nodes that have
failed to process a REMOVED state for up to 45 minutes, although that was one
extreme case. It might be useful in a case like that to temporarily configure
this very high in order to process ring operations when the cluster is having
issues otherwise.
