3rd node is waiting for streaming to break. Test forces node1 to shutdown in
the middle of streaming.
I think this is happening when tcp hangs (by killing one node forcefully).
tcp timeout for streaming ({{streaming_socket_timeout_in_ms}}) is 1 hour by
default now (CASSANDRA-8611) so maybe setting it really low helps test to run
smoothly.
