Stefania resolved CASSANDRA-10035.

Resolution: Fixed
With CASSANDRA-10109 committed, there should be no more failing transaction log
utests on Windows so I am resolving this.
[~JoshuaMcKenzie] please reopen it if you still see any more failing
transaction log utests on Windows.
