Now that NTS doesn't require a sophisticated snitch (e.g., SimpleSnitch assumes
everything is in Datacenter 'default' and rack 'default') we should make it the
replication strategy out of the box, so adding a new datacenter doesn't require
the pain of switching strategies first.
