To provide a migration path from Thrift to CQL for mixed static/dynamic column
families, we need to be able to switch off the {{COMPACT STORAGE}} flag.
Otherwise CQL would only recognize the static columns.
This should be relatively easy after CASSANDRA-8099, but needs extensive
testing first.
