Create a built-in custom index class that can be specified when testing drivers
or other client software.
Presently, testing custom extension classes requires building and loading your
own class, which is difficult for projects outside the java ecosystem. This
task would introduce a small implementation that third parties could specify
when testing metadata integration.
Similar in spirit to the custom query handler introduced in CASSANDRA-9212.
