CI is clean on Linux and Windows 2.2. I did not run 3.0 on Windows since the
job takes a long time and the patch applied cleanly. I also did not re-run the
2.2 Windows job after the latest rebase but all 3 Linux jobs had no problems
with the rebase.
I believe the last 6 commits still need review, cc [~thobbs]; aside from this I
have nothing else planned for this patch.
