[~cheng.ren] the purpose of this ticket is for COPY FROM to support the default
cqlshrc time_format, but if feasible it would be nice to be able to override
that with the TIMEFORMAT option of COPY FROM command. Please see ticket
CASSANDRA-8970 for more background.
