I think Ariel meant to link to [CASSANDRA-10485]. I agree that TokenMetadata is
fragile in its current state; in another ticket, we just got done reworking the
application state map inside endpoint states to COW. In general, I've found
this whole subsystem prone to races and think a rework needs careful
consideration.
I think COW is a reasonable solution in the interim.
