So the problem happens when bootstrapping node goes down for some reason, and 
keep on down for more than RING_DELAY.
In that case, yes, hints are not stored because the node is evicted from TMD.

We have flag to do normal bootstrap for that case 
(-Dcassandra.reset_bootstrap_progress).
