Extra dtest failures are fixed by this [dtest
PR|https://github.com/riptano/cassandra-dtest/pull/726]. The
{{PerfDisableSharedMem}} jvm option needs to be disabled in order for the test
to run, so I fixed it to disable it in the correct file.
Also added NEWS.txt entry.
